On 27 September 2011, Town of Vienna Town Council passed the requirement for children under 14 to wear a helmet "whenever riding or being carried on a bicycle, an electric personal assistive mobility device, a toy vehicle, or an  electric power-assisted bicycle on any highway as defined in Virginia Code ยง46.2-100, a sidewalk, roadway, bikeroute or public bicycle path."
